Private nonbank investorscomprise individuals (includmg partnerships and personal trust ac-counts), insurance companies, mutual savings banks, nonfinancial cor-porations, pension fimds, foreign accounts, State and local govern-ments, and nonprofit associations. Commercial banks and FederalReserve Banks together held .1 billion, representing more thanone-fourth of the debt.
